Running 64 bit Firefox 45.0.1 on Windows 7. Installed 64 bit Java jre-8u77-windows-i586 several times, but it doesn't show up on the Plugins list. Yes, I've restarted Firefox. I also tried installing it with Firefox shut down. I made sure the Java installation was going to the Program Files directory vs. Program Files (86) (at this point I think it's gone to both). The Java installer claims it completed successfully. The "Enable Java content In the browser" box on the Java Control Panel is checked. I considered falling back to 32 bit, but java.com only offers the 64 bit version.
We have three Windows 7 Professional (64-bit OS) machines. I had no trouble installing latest 64-bit version of Firefox (53.0) on two of them. On third, double-clicking the same downloaded file produces only "unpacking," nothing else.

Went to the Program Files (x86) and tried to run the firefox.exe from there. Double clicked the exe, right clicked and tried run as administrator, right clicked, then properties, then compatibility and checked the box to have the exe run in compatibility mode for Win 7. Firefox does not run at all, only thing that happens in the little spinning blue circle shows up for a sec when I double click the Firefox.exe
I had uninstalled and re-downloaded and reinstalled before, but did not take the extra step of deleting the Mozilla FireFox folder as jscher2000 suggested, once I did that and reinstalled it worked like a charm.
The operating environment is summaarised in the question. Particularly I cannot download and install the add-on Forecastfox(and one or two others). Using the install option I get a message saying "There was an error downloading forecastfox weather".
You can try to right-click on the Add to Firefox link and Save link as. You can then drag and drop the downloaded file into Firefox to install. If the problem persists you can also try to install/download after some time. To check for possible service problems, please see this.
Thanks for the suggestion. However, when I tried it I got the message "This add-on could not be installed because it appears to be corrupt." The downloaded file forecastfox_weather-2.2.1-fx+sm.xpi was 421kb in size.
As this seems to be inconsistent this could be a temporary network download error. You can also try adjusting the settings in Sophos and Zone Alarm that could possibly interfere with the downloaded file integrity. Please see this.
I think the programming intricacies wouldn't matter as most extensions doesn't contain binary components and can be easily unpacked and read by security software. Problems may occur if the security software is doing the scanning while the file is being downloaded and then repackages it on the system, as this would change the file integrity hash.
